Sex workers, as one of the most marginalised communities, face multiple challenges such as stigma, discrimination, violence, poor health access, financial instability, and a lack of social safety nets. These issues are further intensified by limited rights awareness and the absence of essential identity documents, increasing their vulnerability to HIV and related risks.
To address these concerns, India HIV/AIDS Alliance, as the Principal Recipient (PR), in partnership with the All-India Network of Sex Workers (AINSW) and its sex worker-led Community-Based Organizations (CBOs), is implementing the C19RM-KP Grant across AINSW’s operational regions. This initiative aims to enhance access to social protection schemes, strengthen health resilience, and empower community leadership.
Plan India: The COVID-19 Key Population (KP) Grant, launched under the Global Fund’s The COVID-19 Key Population (KP) Grant, launched under the Global Fund’s pandemic response in India, aimed to address heightened vulnerabilities among sex workers, MSM, transgender individuals, PWID, and people living with HIV. Implemented by Plan India, the grant tackled gender, legal, and human rights barriers through community-led systems.
Plan India collaborated with key networks as SRs — Humsafar Trust, National Network of Transgender Persons, NCPI+, and the Indian Drug Users Forum and FPAI clinics. Service delivery extended through Sub-Sub Recipients (SSRs) to underserved regions. Central to the grant was building the capacity of grassroots leaders and CBOs for long-term sustainability.
SAATHII: SAATHII implements that C19 RM and KP grant, now called the C19 RM grant. The key interventions are provision of Social protection for key population, CBO strengthening and Provision of Legal literacy to Key population.

| 2 | Plan India | KP Grant | 1. TOT on 4 SHRH Module: Plan India, with support from community experts, had developed four thematic modules that were vetted during Phase I. As capacity-building activities couldn’t be conducted earlier, a TOT was organized for at least two leaders from each organization across three regional zones (East, North, South+West). Three training batches were conducted based on the consultant-developed modules. 2. Leadership training for second line leaders: Following the successful rollout of India’s first public health leadership program for key populations—developed with PHFI—the second batch is now being launched to strengthen second-line leadership and support long-term sustainability. 3. Young people’s consultation: The objective of the grant is to strengthen community efforts and ensure that no one is left behind for any services. Emphasizing on youth to develop a chatter of demand for youth services as advocacy tool under KP Grant. 4. Re- fresher Training for Phase II: To strengthen systems across all levels, Plan India had partnered with FHI 360 to deliver a series of Organizational Development and Leadership ToTs. As a follow-up, an additional community-focused ToT was held to reinforce sustainability within CBOs and serve as a refresher for all networks. 5. Dashboard on Social Protection schemes: To advance social protection under the KP Grant, Plan India is continuing efforts to ensure grassroots access by maintaining a matrix of state- and KP-specific welfare schemes. With the grant extension, the PR is actively working to integrate this matrix into dashboards of NACO, MOSJE, and respective state nodal officers to ensure the schemes effectively reach end users 6. Adaptation of SRHR & climate change Module: The Adaptation of Climate Change and Sexual and Reproductive Health and Rights (SRHR) Module with a key population-specific focus is a significant initiative that seeks to bridge the critical intersection of climate change, health, and human rights for vulnerable and marginalized communities. This will lead to a more integrated, adaptive, and gender-sensitive approach to health and climate change. |
