South East Asia (SEA) Constituency brings together 11 member countries that receive Global Fund support for HIV/AIDS, tuberculosis, and malaria programs. They are Bangladesh, Bhutan, DPR Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand, and Timor-Leste. For 2024-2026 term, the Constituency is being led by the Board Member (Prof Dante Harbuwono from Indonesia) and Alternate Board Member (Ms Aishath Samiya from Maldives), and with the support of a Constituency Focal Point to coordinate works with the Global Fund Secretariat, other constituencies, and stakeholders.
As a unified and influential regional voice, the SEA Constituency ensures that government leaders, civil society, the private sector, and communities affected by these diseases are actively represented in Global Fund Board discussions and committee decisions. The Constituency also works closely with the South-East Asia Regional Coordinating Mechanism Forum to drive cross-border initiatives.
Through collective action and strategic engagement, the Constituency is committed to strengthening health systems and accelerating efforts to eliminate HIV, tuberculosis, and malaria in the region.
What They Do
South East Asia (SEA) Constituency, through its Board Member, plays a vital role in shaping policies and decision-making of the Global Fund Board. Our work focuses on the following key areas:

Representation in Governance
We actively contribute to the strategic decision-making on key issues that affect the policies and implementation of Global Fund’s grants through Board Meeting and other voting platforms. Our view is to balance between maintaining good governance and regional representation.

Coordination and Communication
We manage communication among 11 SEA member countries through a National Communication Focal Point or CCM leadership. We closely coordinate with other stakeholders, such as Global Fund Secretariat, Global Fund committee leaders and members, constituencies and other partners, such as World Health Organization.

Oversight of Disease Elimination
We provide leadership to track progress on HIV/AIDS, tuberculosis, and malaria elimination in the region, as well as the utilisation of the Global Fund’s grants for this purpose. Our member countries are also actively exchanging knowledge, technical support, and lessons learned to advance diseases elimination in the region.
